2025 Legislative Priorities
The Utah House Democratic Caucus remains committed to addressing the challenges Utah faces with compassion, courage, and equity for all Utahns. We are thrilled to welcome five new members to our caucus, each bringing unique perspectives and valuable expertise on issues that affect Utahns' daily lives. We are honored to represent ALL voices at the Utah State Capitol this session.

As Utah continues to grow, we will dedicate ourselves to making sure no Utahn feels left behind. Over the last year, we’ve heard concerns in our districts about the rising cost of living and the growing fear of being priced out of our neighborhoods. We are committed to advancing policies that ensure housing is both accessible and affordable. Utah is experiencing a humanitarian crisis as homelessness has become a statewide issue and we are determined to collaborate with cities across the state to develop real, actionable solutions.

We’ve seen the incredible activism around protecting our public lands and saving the Great Salt Lake. We will continue fighting to preserve the incredible landmarks that make Utah the place we love. Our caucus will work towards increasing investments in clean and renewable energy and standing against attempts to privatize our public lands.
Finally, we will continue to oppose policies that undermine our universities, public schools, voting rights, and the balance of power in our government. These institutions are fundamental to the strength of our state and we will do everything in our power to protect them.
We believe in creating a Utah where every person—regardless of their background, sexual orientation, or identity—is valued, respected, and protected under the law. Together, we will work towards building a more fair and inclusive future for all Utahns.
Sustainability

Energy
-
Utah must move away from the high fiscal and environmental costs of using coal. We will advocate for further investments in geothermal, solar, and wind.
-
We will fight to protect consumers from rising rates that have resulted from an over-reliance on nonrenewable sources.
-
An "all above approach" to energy should not jeopardize our public lands. We will stand against the efforts to privatize and exploit them.

Environmental Protection
-
Our water resources are vital to the health of our state. We will advocate for better management and preservation.
-
The Great Salt Lake is a treasure of our state. We promise to work to protect it.
-
We will work to boost pollinator programs and protect wildlife.
Health & Wellbeing

Housing
-
Institutional investors are gouging our home prices. We will work to limit their impact on our housing market.
-
Utah is one of the least friendly states in the nation to renters. By increasing pricing transparency, we want to strengthen renters' protections.
-
We will work with partners to increase housing supply and decrease building costs by implementing common-sense density policies.

Homelessness
-
We will not stand for the criminalization of homelessness.
-
Homelessness as a state-wide issue. We will advocate to work as partners with cities to find solutions.
-
Utah must expand funding for mental health and addiction services.
Education

Higher Education
-
Higher education is the backbone of the state. We will stand in opposition to dangerous budget cuts.
-
Students deserve proper resources. We will fight against cutting necessary support programs.
-
We will work with higher-ed institutions to invest in Utah's future workforce through needed degrees and technical skills.

Public Schools
-
Utah continues to invest less per-pupil than our peers. We will advocate for increased public school funding.
-
We will staunchly stand against increased funding to the Utah Fits All program.
Good Governance

Voting Rights
-
Vote-by-mail is vital to voter accessibility and decreasing the costs of our elections.
-
We will fight against legislation that would lower turnout, especially in rural areas, and cost the state millions of extra dollars.
-
We will work to increase vote-by-mail security without jeopardizing voter access.

Balance of Power
-
We strongly believe in the balance of power. We will protect the integrity of our institutions and stand against dangerous attacks against the judicial branch.
Inclusion and Representation

Human Rights
-
The Utah House Democratic Caucus will continue to legislate with compassion, courage, and equity at the forefront of all our actions.
-
We will advocate for the protection of all Utahn's rights, regardless of background.
