Utah House Democrats Oppose H.B. 465: A Threat to Local Control and Homelessness Solutions


SALT LAKE CITY - The Utah House Democratic Caucus released the following statement following the passage of H.B. 465 Law Enforcement Agency Amendments.


"The Utah House Democrats strongly oppose H.B. 465 Law Enforcement Agency Amendments, which passed the House floor today with bipartisan opposition. This bill threatens to strip essential homelessness and transportation funding from Salt Lake City if they fail to enter into a partnership with the Utah Department of Public Safety. 


Salt Lake City responded in good-faith when concerns about public safety were raised by state leaders. Their actions have included implementing a new comprehensive public safety plan that is yielding positive results and nominating Brian Redd to fill the vacant role of Salt Lake City Police Chief. 


H.B. 465 is not a collaborative solution—it is a coercive measure that jeopardizes critical homelessness mitigation funding and imposes punitive measures against the city. Rather than fostering cooperation, it sets a precedent of undermining local autonomy and erodes trust between state and city governments.

Addressing homelessness is a complex challenge that requires collaboration, compassion, and evidence-based solutions. We call on state leaders to approach this issue with empathy and integrity and work with our local communities to find solutions."
